Pebble Rain is a Minor Event that lasts 5 minutes. A random outer quadrant is chosen, and any player within the quadrant gains +100% Speed.
This +100% Speed applies directly to the player, meaning it stacks with any speed potion effects the player already has. This allows players to reach truly sonic levels of speed.
