Power Down

Power Down is a Minor Event that lasts 5 minutes. A random outer quadrant is chosen, and all players who enter that quadrant have their perks disabled. Any perk items held by the player cannot be used.
This applies to both Healing and Utility perks, meaning players will receive no healing items on kills. Healing items brought into the quadrant can still be used, but kills will not award additional healing items.
